INSTALL: Fix numerical compassion (Bash)

Hi, this change fixes numerical compassion used in Install Bash scripts.

< | > is replaced by -le | -gt

The original error occurred when installing a new Shinobi instance (Ninja way):

0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
INSTALL/ubuntu-touchless.sh: 69: cannot open 16: No such file
