Draft: fix for CP with mgga on gpu

The meta-gga contribution of the force in CP was skipped when gpu runs were performed. Now it has been added (but in order to avoid code duplication i did it perhaps temporary on CPU).
DRAFT because cmake pipeline is failing, looks unrelated though.
UPDATE: for reasons unknown to me the cmake-gnu pipeline keeps failing. I have done the same commit to another new branch and it works. So I close this and I will submit the latter as MR.
