Draft: libxc in test-suite

Fabrizio Ferrari requested to merge fabrizio22/q-e:libxc_test_suite into develop

Addition of two new testing folders (pw_libxc and ph_libxc) in test-suite in order to keep Libxc implementation regularly checked. In pw_libxc the main families are tested (lda,gga,hyb_gga,mgga) and in ph_libxc the potential derivatives of lda and gga are checked as long as the recovering of libxc functionals from the xml file generated by PW.
