fixes spin related flags init in the nonmag case

Pietro Delugas requested to merge pietrodelugas/q-e:fix_read_of_spin_flags into develop

  • on restart and post-processing the flags are read from the magnetization element of output that, in the non magnetic case, was not printed anymore.

  • fixes other two post_xml initialization

  • small cleanup in Modules/Makefile and Modules/CMakelists.txt
