small program added to fix non xml compliant UPFs

Added a small program to fix non xml compliant UPF files,
added in Modules/write_upf.f90 a driver routine for writing
xml files using FoX avoiding encapsulating the usage of FoX libs.

tests: made few tests with the upftools made an all sweep with pslibrary
