Removing uspp gpum

andrea-ferretti requested to merge max-centre/components/q-e:removing-uspp-gpum into develop

removal of uspp_gpum module completed (both pw and cp). Only using_vkb (and using_vkb_d) left, but wondering whether to keep also using_becsum and using_ebecsum . Put in the form of a MergeReq because of this.

All calls to using_* have been left there commented for references (to be removed at a later stage).
