CP Exx in GPU

GPU implementation of the linear scaling Exx in CP. The implementation required some rearrangement of the original CPU code. This is a joint effort from: Marcos Calegari, Hsin-Yu Ko, Thorsten Kurth, Josh Romero, Massimiliano Fatica, Biswajit Santra and Robert DiStasio Jr.
