Minor alterations to Admin systems and Discord Internals

Discord Changes:

• Added Discord email scope when authenticating with Discord
• Hardcoded the OAuth redirect URI
• Added Response value in the case that there is no user
• Fixed minor bugs

Admin Changes:

• Allowed deletion of accounts with the community grant
