Adaptations to launch installation form a runner and not from a jumphost

The following update are proposed to be able to use this collection directly from a gitlab runner:

• kubeconfig path shall be precised in kubectl requests
• chartmuseum can be defined as a runner service and so
  • it is not requested to install it
  • it is requested to specify helm_server_name
