Smart vote

Today, Chained CI MQTT trigger is very basic on the voting part: it can vote +1 or -1 only if full chain succeeds or fails

This merge request allows to do "smart voting" per topic: each topic will have the ability (if wanted) to vote in function of results of specific inner jobs instead of the full main pipeline.
