440 MultiSelect Annoation Performance Bug: Fixed performance regression and cloning issue various types of properties, for example Input

Fixed regression that had entered the code while fixing the performance issue.

Previously this only use IStringValueConverter, but not it can also use the XML serializer.

Added unit test to verify that it works.
