Added annotations and defined apis to support the feature. Did minor cleanups in Annotations.
Added unit test to verify the feature.

New APIs:

MenuAnnotation, IMenuItemModel, MenuCommands (Known icon names), ParametersMenuItems, IIconAnnotation, IconAnnotationAttribute

Closes #280 (closed)
