Don't require a reference for GetSoundPlaying (#8389)

Closes #8389 (closed). Similar to !3760 (merged) and !4277 (merged), and therefore #7770 (closed), so it would probably make sense to throw this into .49 and slightly adjust the wording for #7770 (closed) in the PR changelog, as a script in a real mod failing to execute is fairly impactful.
