Allow shoulder buttons to work in menus when text input is active

Zackhasacat requested to merge zackhasacat/openmw:controller_tab_type into master

!3397 (merged) modified the shoulder buttons to work as tab and alt tab when menus are open.

However, you will no longer be able to use them when text input is active, but you can use tab still. This fixes this problem.
