OpenMW-CS: Editing and verifying of projectile speed for magic effects

Perhaps this column should be called "Scale Speed" as in the MWCS - but I think Projectile Speed makes more sense for what it is. Kindof relates to: #2939

Encountered this problem trying to implement a test magic spell in the example suite, all magic effect records there have a projectile speed of 0.
