Proposal: limit "classic falloff" light option to interiors only

The classic falloff option is very useful to avoid having interiors too dark using shaders and also is very faithful to vanilla lighting. Increasing number of light sources and bounding sphere multiplier can also be used to mitigate light seams.

However, the classic falloff option is totally unuseful in exteriors and it also creates an annoying issue with lights "popping out", that I already explained and showed here: #7931 (comment 2276263312) I think the best solution would be to limit the classic falloff to interiors only, since it's where it's only needed, in order to avoid the above mentioned annoying graphical issue and at the same time to have interiors lights as intended in the original engine.
