Get rid of the "force shaders" setting

Since OpenMW already forced shaders by default due to a varity of settings and conditions (like reverse-z and shaders lighting methods, use of bump-mapped assets...etc), and the introduction of new graphical features that force shaders every new OpenMW release too; some developers started suggesting getting rid of the setting and introducing an alternative to it that forces fixed function pipline for debugging purposes.
