Crash/freeze in AMD Windows drivers when swapping buffers.

Two crash dumps, two freeze dumps, the first of each includes DiscordHook64.dll
in the rendering thread, so we can't reconstruct a stack trace, and the latter of each doesn't, so we can:
openmw-crash.dmp - includes Discord, unable to diagnose.
openmw-freeze.dmp - includes Discord, unable to diagnose.
openmw-crash.dmp - we call wglSwapBuffers
(via SDL2), which calls into the AMD drivers, which die on another thread.
openmw-freeze.dmp - the rendering thread and main thread are both waiting, and it's not particularly clear what for.
This is happening with our official 0.48 release for Windows.
