Give each cell (exterior or interior) a unique RefID

Right now in morrowind a cell can be identified in multiple ways: for interior cells it's by their name. Two interior cells can't have the same name.
But for exterior cells, the real ID is the grid position, two cells can't have the same X,Y. But multiple cells exterior can have the same, when coc-ing into that name it will select the one with the bigger X, and Y.
Oblivion and later is the same with one major improvement: on top of that each cell has a unique FormId. So the destination of a door isn't a combination of name and world coord with a switch to figure out what cell it actually is: it's just a FormId + position in that cell.
X,Y grid also poses a problem if you want to support multiple world spaces.
It would be good to find a way to give a unique RefID to each cell.
