Drowning
The player and the NPCs loose 1 health point 3 times by second after 20 seconds underwater. There is no delay if the character's fatigue is at 0 (it starts to drown immediately). From my experiments, neither the damage amount nor the drown delay are influenced by attributes or fatigue level.
A breath meter is displayed during all the time the player is underwater.
Also, NPCs starting to drown try to go back to the surface for taking a breath.
