Bloodmoon quest "To Catch a Thief" unbeatable with pathfinding bug
During the "To Catch a Thief" quest, the player needs to sneak behind an NPC in order to follow them to a certain location in the Raven Rock Mines. The NPC will begin their walk down the mine hallway, get stuck at the first turn it is meant to take, and start walking in circles. The NPC seems to never get out of this loop and stops the player from completing the quest without having to use the console. This issue seems to be due to Feature #2229 (closed). I have run into this issue on my main play-through character and I have also been able to reproduce it for a test save that I am including in this report.

To reproduce this bug:
Load the included save.
Sneak towards and around the NPC that is in front of the player when the save loads. (Do not talk to or get caught by the NPC or the quest will fail. Sneak has been set to level 100 so there should not be any issue when sneaking around the NPC.)
While still sneaking, allow the NPC to walk to the end of the hallway.
The NPC should be stuck at this point.
