AiWander - Creatures in cells without pathgrids do not wander
Example: just outside Caldera gates (cell "West Gash Region -1, 1") there are leveled creatures that stay in one spot unless they spot the player and engage in combat. Similarly with cell "Bitter Coast Region -3, -8" (where Tarhiel is) the mudcrabs do not move around unlike vanilla.
