Add vcpkg package urls built at e8553066c53e92a25e55287060e4148159660337

Now these are just text files with links, it's not a big deal to merge lots of these branches redundantly as it doesn't come out of our LFS quota even if we don't end up using them. There'll need to be another MR to the main repo to actually switch to these, and we can bail out there if there are unforeseen problems.
