design-specific requirements for 3rd Life Cycle phase

@winter4lukas :3rd life cycle phase is difficult to implement, because the material choice/production process does not need to be a requirement for OSH. Of course the more detailed it is described the better. For the recycling I see a general approach more useful. Meaning that I can specify a production process and that is linked automatically to materials that are linked automatically to one or more recycling processes. This would make it easier for the OSH developers and reduce redundancy. So the developer would not need to specify that and get all the information by her/himself, but would instead refer to the according section in our e.g. TsDC. But this requires more in depth discussions and agreements.

@Moedn : I really like this approach. Nevertheless the standard doesn't assess the design (yet), but only its completeness. In other words: This needs to be resolved in the TsDC-DB before we publish.
