Skip homelabos_docs role if not enabled in config.yaml

Creating docs is taking quite some time when doing a deploy. Not sure creating docs is mandatory on every deploy. We can close this PR if it meant to be like it.

I've added a check to skip homelabos_docs if docs.enable is false in config.yaml
