Overview

This MR adds determinstic priorities to registry entries with the same revision number. That means a registry entry can be overwritten by another entry that has the same revision number if the hash of the entry is smaller than the existing one.

Checklist

Review and complete the checklist to ensure that the MR is complete before assigned to an approver.
