MR Guidelines

Overview

This MR adds spending details to the account persistence, allowing us to track in detail what we are spending the ephemeral account money on. This change requires compat code to change the account size on disk from 256b to 1024b. I've made it 1024 to ensure we have plenty of room in the future to add more fields.
