Fix Download Timeout

Overview
This MR changes how the timeout is handled inside of the streambuffer. The new download code introduced a bug here where the download would interrupt after the default request timeout, even though a download was still ongoing. During a download the timeout should reset as soon as we've received new data, ensuring we can download files with a large fanout as well.
