Limit GFU Contracts on Portals as Well

David Vorick requested to merge limit-gfu-on-portals into master

For some reason, we weren't limiting the number of GFU contracts that got created while in portal mode. I'm not sure what that is, so I've removed the check.

Testing this in prod on Germany, we'll see if it benefits us as much as we want.
