[MINOR] PCWS NDF

MR Guidelines

Overview

This MR attempts to fix an NDF that occurs in the PCWS tests. I was not able to reproduce it locally, so I decided to ensure the workers are fit for duty, meaning they have a valid PT and funded EA and are not on a cooldown. To ensure we can properly fix it should this fail I've added the HS error onto the response object, so we will know why it failed.
