Update repair remaining to only include files needing repair, add stuck repair

MR Guidelines

Overview

This MR updates the RepairSize fields in the siadir metadata.

RepairSize now corresponds to only data that the repair loop will try and repair. This means it will ignore data that is below the RepairThreshold where previously it did not. Additionally it will not include stuck data.

StuckSize was added and corresponds to stuck data that will be handled by the stuck loop.

Some additional helpers were added to help as well

1. CalculateHealth was added to ensure we are calculating the health the same everywhere.
2. NeedsRepair was added to ensure we are comparing against the RepairThreshold the same everywhere.
