[MINOR] staticSupportsRHP3 + coolDownPenalty

MR Guidelines

Overview

This MR:

• adds a convenience function on the worker called staticSupportsRHP3
• renames minAsyncVersion to minRHP3Version
• renames staticExpectedCompleteTime to staticExpectedResolvedTime

It will also add a coolDownPenalty in the PCWS. I would extract but I want to avoid MRs that depend on eachother where possible. It's not that big of a change.
