Reduce Upload Latency

This MR is WIP because I haven't actually added the part where upload latency will be reduced. The code is supposed to be equivalent to the old code at this point, with a pointless priority queue in the middle (pointless because things get added and removed at the same time, it never actually functions as a queue).

The priority queue will be less pointless once I modify the distribution method.
