[MINOR] Resolve legacy downloads blocking themselves

Overview

Since managedPerformChunkDownload is already a scheduled job, this MR changes it to not create another job and add it to the worker but instead run it directly. This avoids scheduling 2 jobs for a single download which might cause delays if the async job can't be scheduled right away.
