Draft: Trigger contract maintenance in renter instead of contractor

Overview

This MR prepares the contractor maintenance loop to accept the workers for contract renewal in the future. Since the workers live in the renter, the contractor exposes the contract maintenance as a method which is then called periodically by the renter.

Checklist

Review and complete the checklist to ensure that the MR is complete before assigned to an approver.

• All new methods or updated methods have clear docstrings
• Testing added or updated for new methods
• Any new packages are added to Makefile and .gitlab-ci.yml
