[MINOR] Have siac renter unstuckall start from root instead of user folder

Overview

This MR changes siac renter unstuckall to unstuck all files starting from the root dir of the node instead of the user dir. Otherwise it's useless on skynet portals since skyfiles are stored in a separate folder.
