MR Guidelines

Overview

This MR adds a /skynet/basesector/*skylink endpoint which returns a stream of the baseSector without any decoding of the metadata or decryption.

This MR additionally creates a top level skynet library and moves ParseSkyfileMetadata into it along with the necessary structs and functions to avoid circular dependencies.

The siatest verifies the functionality for small skyfiles. Large skyfiles will be handled in a follow up MR.
