MR Guidelines

Overview

This MR does multiple things.

1. it adds a regression test and a fix that prevents portals from forming contracts with dead score hosts
2. it changes the default max duration in the allowance to a 2 month period and 1 month renew window due to many hosts on the network using 3 months as their max duration.
3. adds a test to make sure we don't renew contracts with dead scores
4. adds a score adjustment for hosts not accepting contracts
