Panic when applying updates or signalling their completion fails in siadir and siafile

Overview
After an update has been written to the WAL successfully, we need to panic when applying updates to disk fails. Otherwise the file on disk is potentially corrupted and out-of-sync with the in-memory-state. That way we can avoid further corruption.
