WIP: Ensure correct counter values

Overview
This MR aims to make the RefCounter's values match the actual number of backups/contracts for each sector. The counter values should be incremented when a backup is created and decremented when a backup is deleted(*) or a contract is deleted (or expires?).
- (*) backup deletion is not implemented, yet
