Add RHP3 debug commands to siac

Overview

This MR adds the following 4 commands to siac:

• siac renter workers ea
• siac renter workers pt
• siac renter workers rs
• siac renter workers hs

EA -> overview of accounts PT -> overview of price tables RS -> overview of read sector job queue HS -> overview of has sector job queue
