[minor] Resolve "Follow-up Create RandomUIDString function"

MINOR MERGE REQUEST

Overview

This follow up was to create a common UID method in the persist package so that it can be re-used for specific types of UIDs through the sia codebase. Also creates a constant for the number of bytes to use in the creation.
