Overview

This MR extends the host's ExternalSettings object with 2 fields: EphemeralAccountExpiry and MaxEphemeralAccountBalance. Both fields are exposed through the external settings so the renter can use them for verification purposes. It uses the expiry to check whether or not it makes sense the account was expired and it uses the max EA balance to ensure the max balance set by the host is something he can live with.

Hosts can lie about these settings, but they can also get caught lying and get penalized. Both fields are relatively easy to verify on the host.
