NOTE

This MR got mistakenly assigned to one person and therefore dropped off everyone's radar. It should get merged though. Kudos to Ivo for pinging couple of months back, I guess I neglected that ping for reasons I can't remember. Let's get this merged though because we really should be using the host's block height when we are not synced yet.

Overview

This MR makes use of the HostBlockHeight, set on the RPC price table, in case the renter is not synced yet.
