Whitepaper Touchups

There are only a few things that remain to do in the whitepaper:

1. Find some sort of source or citation for the way we do proofs of storage. https://blog.ethereum.org/2014/08/16/secret-sharing-erasure-coding-guide-aspiring-dropbox-decentralizer/ is the best that I can find, and it might be sufficient.
2. More in depth discussion on why we are proposing to adjust the difficulty every block.
3. More in depth discussion on the proposed way that miner fees should work.

2 & 3 are both in the last section of the paper. I intend to fill them out soon, but want a little more time to think about it and browse for related discussions. Then we'll probably be good for a release, and probably good enough that we don't have to say 'draft'
