Enable new host RPCs

MERGE REQUEST

Overview

This MR enables the new host RPCs by adding them to the rpcID switch in the host's network code. The RPCs enabled in this MR are:

• UpdateRPCPriceTable
• FundEphemeralAccount

There is one more RPC, namely ExecuteMDMProgram which is being enabled in a separate MR.
