Additional testing around storage obligation locking

Overview

Looks like unlocking the storage obligation wouldn't remove it from the map of locked obligations. This means once an obligation is locked, the host will forever consider it locked and operations like modifyStorageObligation will succeed on obligations which are seemingly unlocked.
