Resolve "StorageObligation interface"

Overview

This MR implements the interfaces defined by the MDM on the StorageObligation. This enables using the actual StorageObligation rather than the one used for testing in the ExecuteProgram function of the MDM. This in preparation for the ExecuteMDMProgram RPC that will be added later.
