WIP: Debug index out of bounds pubkeytable

This MR is meant to figure out and hopefully fix the "index out of range" panic when calling "sf.Pieces". So far it adds a test which continuously adds keys, marks hosts as bad and adds new pieces to random chunks for 1 minute.
