Block loading backups unless renter is fresh

This MR is a quick fix for handling duplicates when loading backups. It will prevents backup recovery for renters which already have siafiles.

The follow-up MR to this one is !3696 (merged) which removes this check again and introduces correct handling for siafile recovery.
